To fix this do the following:
- on the bottom windows search type “allow an app through windows firewall”,
- If plex isn’t there you have to add it – (which was in my case)
- Click change settings and click allow another app.
- Browse and find Plex (should be under Program Files)
- Add “Plex Media Server.exe”
